Declaration on accessibility

The European Capital of Culture Chemnitz 2025 gGmbH, a non-profit limited liability company, endeavours to make its website accessible in accordance with the Saxon Inclusion Act and the Saxon Barrier-free Websites Act in conjunction with the Barrier-free Information Technology Ordinance (BITV 2.0). These laws are drafted in accordance with Directive (EU) 2016/2102.

This declaration on accessibility applies to the information available at chemnitz2025.de published on the website of the European Capital of Culture 2025 gGmbH.

1. Accessibility status

Accessibility is based on the internationally applicable Web Content Accessibility Guidelines (WCAG 2.1) at conformity level AA and the European standard EN 301 549, version 3.1.1. For PDF documents, i.e. platform-independent file formats, the international standard PDF/UA-1 is also observed.

This website is partially accessible in accordance with the above-mentioned guidelines.

The four basic principles of accessibility are perceptibility, usability, comprehensibility and robustness. The design of the website is based on these principles. Accessibility was already taken into account during the development of the website. The following criteria in particular were included in the design:

  • Contrasts and choice of colours

  • Consistent use of hierarchical headings

  • Good readability of texts and scalability

  • Image elements in the navigation: standardised alternative texts (e.g. search for magnifying glass symbol)

  • Images and graphics: empty alt attribute for all decorative image elements (e.g. dividing lines)

  • Implementation of the plain language function

a. Non-accessible content

  • Individual PDF documents (brochures, flyers, maps and more)
  • Time-based media (sometimes no text alternatives and subtitles for videos)
  • Insufficient colour contrast between background (#009760) and text (#fff) for individual teasers due to predefined colour concept
  • Image descriptions: The editors of the site create the descriptions for image and video material themselves. It is therefore possible that suitable image descriptions are not yet available for individual media content.
  • No flickering: Video on the start page contains corresponding passages but can be stopped

b. Lack of accessibility due to disproportionate load

For the following content, there is currently a disproportionate burden in accordance with Section 2 (3) BfWebG in conjunction with Directive (EU) 2016/2102, Article 5 and Recital 39:

  • Labelling of forms: Date is not read out correctly via screen reader due to browser settings. An adjustment is too much effort for too little benefit.

c. Non-accessible content outside the legal provisions

The following content is currently not accessible, but is exempt from the obligation under Section 1 (2) sentence 1 BfWebG in conjunction with Article 1 (4) of EU Directive 2016/2102:

  • Live streaming as audio or video
  • Third-party content where content is added dynamically.

2. Preparation of the declaration

This declaration was prepared on the basis of our own audit between 23 - 29 August  2024.

We continuously determine the status of accessibility through our own review.
