"Europe Sounds - Music connects Europe" as part of the Europe Weeks on the Markt and Neumarkt in Chemnitz
§ 1 Preamble
(1) These house rules apply to the event series "Europe Sounds - Music connects Europe" as part of the Europe Weeks from 07.05.-09.05.2025 in Chemnitz on the Markt and Neumarkt, which is organised by the European Capital of Culture Chemnitz 2025 gGmbH as the organiser. The organiser implements the traffic safety obligations incumbent upon it through the house rules.
(2) The aim of the house rules is to ensure the safety of visitors and residents and to enable the event to run smoothly.
(3) The house rules shall be publicised by publication on the homepage and by visible notice (information container at Neumarkt/Markt).
§2 Scope of application
The scope of these house rules refers to the following event areas in the public area: Neumarkt and Markt in Chemnitz.
The house rules are valid from 07.05.2025-09.05.2025 from 16:30-22:30 for all visitors to the event on the premises. By entering the event area, the visitor recognises these rules as binding. Violations may result in immediate expulsion or exclusion from the event.
§ 3 Domiciliary rights
The organiser has domiciliary rights. During the event, the Organiser and the security service commissioned by the Organiser(Organize Security- und Eventservice UG) shall exercise domiciliary rights.
§4 Stay of visitors
The security service has the right - also through the use of technical aids - to examine persons to determine whether they pose a security risk due to alcohol or drug consumption or by carrying weapons or dangerous objects.
§ 5 Admission
(1 ) Security areas will be set up at the stages during the event. Only accredited persons have access to the security areas.
(2 ) Access to the public area of the event is generally permitted to all and is free of charge.
(3) Riding bicycles or (e-)scooters is prohibited in the entire event area.
(4) Access or lingering may be denied in particular to persons/visitors who:
- do not follow the instructions of the security service,
- are recognisably under the influence of alcohol or drugs,
- are recognisably prepared to commit violence or incite violence,
- clearly intend to disrupt the event,
- are carrying prohibited items,
- carry out illegal or punishable offences,
- wear visible tattoos or items of clothing that impair the dignity of people or are likely to cause misunderstandings, in particular the use of signs with unconstitutional, racist, xenophobic, violence-glorifying or other inhuman content is prohibited,
- engage in party-related election advertising.
(5) Visitors may also be denied access if official requirements or other security reasons prevent access.
§Section 6 Prohibited objects
The organiser prohibits persons entering the grounds from bringing the following items onto the grounds or carrying any of the following items with them:
- objects prohibited by law,
- Weapons of any kind (cutting, thrusting and stabbing weapons),
- Objects that can be used as weapons or projectiles, such as stones, as well as other objects that could be suitable by their nature and intended by their owner to injure people or damage property, in particular
- Drones
- Striking objects
- Simulated or toy weapons
- Laser pointers
- Fireworks, flares, smoke powder and smoke bombs or any other pyrotechnic products,
- Gas spray bottles, corrosive, highly flammable, colouring or other harmful solid, liquid or gaseous substances or pressurised containers for highly flammable or harmful gases, with the exception of commercially available pocket lighters,
- Substances or liquids that emit a foul or unpleasant odour and can therefore impair the well-being of persons
- flammable objects,
- prohibited narcotics according to §29 of the BtMG,
- any information material, objects or items of clothing that are racist, nationalistic, xenophobic or unconstitutional,
- Flag or banner poles that are longer than 1.0 metre and/or have a diameter or edge length of more than 10 mm
- bulky objects such as ladders, stools, (folding) chairs, flag and banner poles, unless they are part of an official programme item,
- mechanically and electrically operated noise instruments (e.g. megaphones, gas pressure fanfares, hand-held sirens, music systems of any kind, wind and percussion instruments, rattles or whistles), unless they are part of an official programme item.
§ 7 Behaviour
(1) Every visitor has a duty to cooperate, which consists of complying with the instructions of the organiser, its employees and security personnel, in particular with regard to evacuation and evacuation.
(2) Every visitor must behave in such a way that no one else is harmed, endangered or hindered or inconvenienced more than is unavoidable under the circumstances. Everyone must follow the instructions of the security forces, in particular the police, the fire brigade and the organiser and its representatives. Announcements made by the organiser must always be heeded and their instructions followed.
(3) Objects found in the event area can be handed in at the information stand of Kulturhauptstadt gGmbH at the market or at the lost property office of the City of Chemnitz (Bürgeramt, Bürgerhaus am Wall, Düsseldorfer Platz 1, 09111 Chemnitz).
(4) Personal injury or relevant damage to property must be reported immediately to the security service, the emergency services or the organiser.
(5) Dogs must be kept on a lead. The Saxon law for the protection of the population from dangerous dogs applies.
§ 8 Prohibited behaviour
It is generally prohibited to
- interfering with the course of the event in a disruptive manner,
- to enter the stage areas without being requested to do so by the organiser,
- climbing on or over structures and facilities not intended for general use, in particular facades, railings and grandstand railings, fences, walls, enclosures, barriers, lighting systems, camera platforms, trees, masts of all kinds and roofs,
- Enter areas (e.g. function rooms, media areas) that are not authorised for the general public or to which the respective access authorisation does not extend,
- to permanently label, paint or apply stickers to structures, facilities or pathways, with the exception of residue-free removable formats such as chalk for children or magnetic or static-retaining adhesives,
- throwing objects of any kind or spilling liquids of any kind, especially if this is done in the direction of visitors or the stage,
- To make slogans, chants and other statements (including by means of lettering, emblems or symbols) which, by their nature and content, are likely to defame third parties on the basis of their skin colour, religion or sexual orientation or otherwise have an anti-constitutional, xenophobic, racist or radical content,
- to sell goods, distribute printed matter, leaflets or advertising material and organise collections outside of their own authorised stand areas,
- defecate outside the toilets or litter the grounds by throwing away objects, waste, packaging, empty containers, etc,
- to wilfully damage any objects and facilities.
§9 Penalties for violations
The following penalties are possible for violations of the house rules:
- the visitor or perpetrator may be excluded from the further event and expelled from the event area, as may those involved in the offence,
- Criminal offences and administrative offences will be reported,
- the associated costs incurred by the organiser shall be borne by the perpetrator. The right to claim further damages remains reserved.
§ 10 Miscellaneous
(1 ) At events, there is a risk of possible damage to hearing and health due to increased volume. The Organiser shall only be liable within the scope of statutory liability.
(2) The Organiser points out that this is a public event without access restrictions (e.g. tickets), which will also be covered by the press, among others. In addition, the Organiser shall make film, sound and photo recordings for the purpose of daily reporting and its own public relations work. §Section 11 Liability
(1) Access to the event area is at the participant's own risk, subject to the following provisions on the organiser's liability. The Organiser shall not be liable for personal injury or damage to property caused by third parties who are not employees, representatives or vicarious agents of the Organiser.
(2 ) The organiser shall be liable within the scope of statutory liability for damage to life, limb or health culpably caused by the organiser and its employees, legal representatives or vicarious agents.
(3) Otherwise, the organiser shall only be liable for damage caused by it, its legal representatives or vicarious agents through intent or gross negligence.
(4) Accidents and damage must be reported immediately.
§12 Binding effect
The binding effect of the house rules for the event area arises upon entry to the premises. By using the event area, visitors recognise the regulations of the house rules for the event from 07.05.-09.05.2025.
